[24TH FESTCURTASBH - BELO HORIZONTE INTERNATIONAL SHORT FILM FESTIVAL]
[RULES & REGULATIONS]
A Fundação Clóvis Salgado e a Associação Pró-Cultura e Promoção das Artes - APPA tornam público o edital do 24º FestCurtasBH –
Festival Internacional de Curtas de Belo Horizonte para o processo de inscrição, seleção e premiação de curtas-metragens a serem exibidos
durante o evento que será realizado nos locais especificados a seguir, pelas condições fixadas neste edital, que se dará na modalidade
concurso, regido pelos arts. 22, IV, § 4º e 52 da Lei Federal 8.666/93.
[Fundação Clóvis Salgado and Associação Pró-Cultura e Promoção das Artes - APPA make public the regulations for the 24th FestCurtasBH
- Belo Horizonte International Short Film Festival for the submission, selection and awarding of the short films to be screened during the
Festival, which will take place at the following locations, by the conditions settled at the public regulations in arts. 22, IV, § 4º and 52 of the
Federal Law 8.666/93.]
1. DO OBJETO [OBJECT]
1.1. Constitui objeto do presente edital, a seleção de filmes para exibição e premiação, no 24º FestCurtasBH - Festival Internacional de
Curtas de Belo Horizonte, evento realizado pela Fundação Clóvis Salgado e correalizado pela Associação Pró-Cultura e Promoção das Artes
– APPA, que tem como objetivo difundir a produção de curtas-metragens, contribuir para a reflexão acerca dos filmes exibidos e incentivar o
intercâmbio entre a produção brasileira e internacional;
[1.1. The object of the present regulation is the selection and awarding of films to be screened at the 24th FestCurtasBH - Belo Horizonte
International Short Film Festival, produced by the Cinema Department of Fundação Clóvis Salgado and by Associação Pró-Cultura e
Promoção das Artes - APPA, that aims to propagate the production of short films, as well as to contribute to the reflection on the screened
films and support the exchange between Brazilian and International filmmaking;]
1.2. Realização de mostras competitivas e paralelas com os filmes selecionados, no período de 14 a 23 de outubro de 2022, no Cine
Humberto Mauro/Palácio das Artes e na plataforma de exibição virtual oficial cineHumbertoMauro/MAIS e em outros locais a serem
definidos;
[1.2. Competitive and parallel sections with the selected films, from October 14, 2022 to October 23, 2022, to be held at Cine Humberto
Mauro/Palácio das Artes, and at the official streaming platform cineHumbertoMauro/MAIS, and other venues to be defined;]
1.3. A programação do Festival é também composta por mostras especiais, não vinculadas ao processo de inscrição e seleção regidas por este
edital, e cuja definição é de responsabilidade da Comissão Organizadora do Festival.
[1.3. The Festival program is also composed by special sections, not linked to the submission and selection process established in this
regulation, and whose definition is attributed to the Festival's Organizing Committee]
2. DOS PARTICIPANTES [PARTICIPANTS]
2.1. Os participantes, para efeitos de inscrição, deverão preencher os seguintes requisitos:
[2.1. Participants, to complete the submission, must meet the following requirements:]
2.1.1. Poderão participar quaisquer pessoas físicas maiores de 18 (dezoito) anos ou emancipados na forma da Lei, em pleno gozo de sua
cidadania, bem como pessoas jurídicas responsáveis pela produção e distribuição das obras inscritas;
[2.1.1. Participation is eligible to any natural person over 18 years old, or legally emancipated, and also, production companies, artistic
associations, artist collectives, and institutions responsible for the production and distribution of the submitted works;]
2.2. Os membros que integram as Comissões Organizadoras e de Seleção, bem como os estagiários, servidores ou prestadores de serviços da
Fundação Clóvis Salgado, da Associação Pró-Cultura e Promoção das Artes - APPA e da(s) entidade(s) parceira(s) co-realizadora(s) do
Festival não poderão participar do processo seletivo.
[2.2. Members participating in the Organizing and/or Selection Committees, as well as the interns, public servants or service providers from
Fundação Clóvis Salgado, Associação Pró-Cultura e Promoção das Artes - APPA or partners of the Festival are not allowed to apply for the
selection process.]
3. DAS INSCRIÇÕES [SUBMISSIONS]
3.1. As inscrições devem ser realizadas no período de 18 de março a 01 de maio de 2022, através da plataforma ShortFilmDepot
(www.shortfilmdepot.com) ou através do site www.festcurtasbh.com.br.
[3.1 All submissions must be made from March 18, 2022 to May 01, 2022, through ShorthFilmDepot platform (www.shortfilmdepot.com) or
through the website www.festcurtasbh.com.br/]
3.2. A inscrição para o FestCurtasBH é gratuita. No entanto, o pagamento dos custos de eventual inscrição através da plataforma
ShortFilmDepott correrá às expensas exclusivas do candidato.
[3.2. FestCurtasBH does not charge any fees for submissions. Nevertheless, participants must be responsible for the cost for submissions at
ShorthFilmDepot platform.]
3.3. O envio do filme para seleção poderá ser feito de forma online através de cópias digitais. Para inscrições através do site do Festival é
necessário informar o link para acesso ou download do filme (e senha, quando houver) e o mesmo deve ficar disponível até a finalização do
processo seletivo. A responsabilidade pela qualidade das cópias digitais; pelo bom funcionamento e pela manutenção do link de acesso à
obra; pelo download ou upload do filme é exclusiva do candidato, não se responsabilizando a Comissão Organizadora por qualquer falha que
comprometa a participação dos interessados.
[3.3. The preview digital copy can be sent online. For registrations through the Festival website, it is necessary to inform the link (and
password, if any) to access or download the film and it must be available until the selection process is completed. The responsibility for the
quality of the screening copies; for the good functioning and maintenance of the access link to the work; for the download or upload of the
film is exclusive to the applicant. The Festival's Organizing Committee will not be responsible for any malfunction that may compromise the
participation of interested parties.]
3.4. Poderão ser inscritos curtas-metragens finalizados nos anos de 2021 ou 2022. A data de finalização da obra, para filmes não inéditos,
deverá ser considerada como a primeira data de exibição pública.
[3.4. Short films completed in 2021 and 2022 can apply. The first public screening date will be considered as the completion date, for
unreleased films.]
3.5. Serão aceitos curtas-metragens com até 45 minutos de duração, de todos os gêneros (exceto filmes publicitários, institucionais, seriados
e videoclipes), finalizados em película 35mm, 16mm ou em qualquer formato digital;
[3.5. The Festival will accept short films with maximum running time of 45 minutes (except advertising, institutional films, series and music
videos), finished in 35mm, 16mm film formats or any digital format;]
3.6. A organização do Festival se reserva o direito de convidar filmes para participarem do processo seletivo;
[3.6. The Festival organization reserves the right to invite films to take part of the selection process;]
3.7. Se o filme possuir diálogos em outras línguas que não o português, a cópia de inscrição deverá possuir legendas em inglês ou em
português;
[3.7. If the film has dialogues in languages other than Portuguese, the preview copy of the film must be subtitled in English or Portuguese;]
3.8. As cópias dos curtas-metragens inscritos passarão a fazer parte do acervo do Festival Internacional de Curtas de Belo Horizonte,
podendo ser disponibilizadas para pesquisa de caráter não comercial, sem ônus para o Festival Internacional de Curtas de Belo Horizonte e
seus realizadores, FCS e APPA;
[3.8. The copies of the submitted short films will integrate the Belo Horizonte International Short Film Festival's film collection and can be
available for research, with non-commercial purposes, at no costs for the Belo Horizonte International Short Film Festival, Fundação Clóvis
Salgado and APPA;]
3.9. Curtas-metragens exibidos em edições anteriores do evento não serão aceitos para a composição das mostras competitivas;
[3.9. Short films screened in previous editions of the Festival will not be accepted for competitive sections;]
3.10. A inscrição de um filme no Festival implica a plena aceitação de todas as normas e condições estabelecidas no presente edital.
[3.10. The submission of films in the Festival implies the full acceptance of all the rules and conditions in this regulation.]
3.11. Um mesmo proponente poderá inscrever quantos filmes desejar. No entanto, caso exista duplicidade de inscrição de um mesmo filme,
será considerada a inscrição realizada por último.
[3.11. The same applicant may submit as many films as he/she wants. However, if there is a duplicate entry of the same film, the last entry
will be considered.]

3.12. Ao se inscrever no 24º FestCurtasBH, os interessados declaram ciência de que a FCS poderá realizar o tratamento dos dados pessoais
informados, com vistas à efetivação do edital, sendo aplicados os artigos 7°, III; 23; 24; 25; 26; 27; 28; 29 e 30, da Lei n. 13.709/2018 - Lei
Geral de Proteção de Dados (LGPD).
[3.12. By submitting to the 24th FestCurtasBH, the interested parties declare to be aware that FCS may carry out the treatment of the personal
data informed, aiming at the effectiveness of these rules and regulations, being applied the articles 7th, III; 23; 24; 25; 26; 27; 28; 29 and 30,
of Law n. 13.709/2018 - Brazilian General Law of Data Protection (LGPD).]
4. DA COMISSÃO ORGANIZADORA [ORGANIZING COMMITTEE]
4.1. Todo o processo será organizado pela Comissão Organizadora, formada pela equipe do Cine Humberto Mauro, pela Fundação Clóvis
Salgado e pela Associação Pró-Cultura e Promoção das Artes – APPA, que têm as seguintes atribuições:
[4.1 The entire process will be organized by the Organizing Committee, formed by the team of Cine Humberto Mauro, by Fundação Clóvis
Salgado and by Associação Pró-Cultura e Promoção das Artes - APPA, with the following activities:]
4.1.1. Conferir a regularidade das inscrições bem como as informações encaminhadas previstas neste edital;
[4.1.1. Checking if the material received and the information required by this regulation are appropriate;]
4.1.2. Organizar os trabalhos da Comissão de Seleção;
[4.1.2. Organizing the work of the Selection Committee;]
4.1.3. Resolver as eventuais controvérsias, dúvidas ou pendências advindas do processo de seleção e/ou premiação;
[4.1.3. Solving the controversies, doubts or any situation that might occur from the selection and/or awarding process;]
4.1.4. Viabilizar as mostras competitivas Minas, Brasil e Internacional, bem como as mostras paralelas do 24º Festival Internacional de
Curtas de Belo Horizonte;
[4.1.4. Enabling the Brazilian, International and Minas Competitive Sections, as well as the parallel sections of the 24th Belo Horizonte
International Short Film Festival;]
4.1.5. Divulgar todas as etapas do concurso;
[4.1.5. Making public every step of the selection process;]
4.1.6. Zelar pelo cumprimento deste edital e sugerir suas eventuais adequações;
[4.1.6. Ensuring the accomplishment of these rules and suggesting further adaptations to them;]
4.1.7. Supervisionar o processo de divulgação do concurso, que inclui a produção de peças gráficas e assessoria de imprensa;
[4.1.7. Monitoring the competition’s dissemination process, which includes production of graphic material and media advisory;]
4.2. Caso seja necessário, por motivo de força maior ou conveniência administrativa, com a devida justificativa e sempre visando o interesse
público, a Fundação Clóvis Salgado e a Associação Pró-Cultura e Promoção das Artes - APPA podem, sem nenhuma restrição, cancelar,
antecipar ou prorrogar quaisquer datas estipuladas neste edital, assim como transferir para outro espaço ou alterar o horário das
exibições/evento.
[4.2. If necessary, for reasons of force majeure or administrative convenience, with due justification and always seeking the public interest,
Fundação Clóvis Salgado and Associação Pró-Cultura e Promoção das Artes - APPA may, without restriction, cancel, bring forward or
extend the dates, as well as transfer to another space, change the time of the screenings / event.]
5. DA SELEÇÃO [SELECTION]
5.1. A seleção dos curtas-metragens será realizada por uma comissão formada por 12 membros com comprovada atuação na área
cinematográfica, indicados pela Fundação Clóvis Salgado e Associação Pró-Cultura e Promoção das Artes – APPA, somente após a abertura
das inscrições e lançamento do edital, por ato a ser divulgado no endereço eletrônico da Fundação Clóvis Salgado, APPA e site oficial do
FestCurtasBH;
[5.1. The short films will be selected by a committee formed by 12 full members pointed out by Fundação Clóvis Salgado, through an
ordinance, that shall be published on the FestCurtasBH official website, such as the Fundação Clovis Salgado and APPA’s website only after
the opening of submissions and the release of these terms and conditions;]
5.2. Os integrantes da Comissão de Seleção poderão ser substituídos a qualquer tempo, em caso de impossibilidade de participação e/ou
descumprimento do edital estabelecido pela organização do Festival;
[5.2. The members of the Selection Committee may be replaced at any time, if unable to attend and/or due to noncompliance with the
regulations established by the Festival organizers.]
5.3. A seleção dos filmes será realizada por meio de reuniões da Comissão de Seleção;
[5.3. The film selection will be held in Selection Committee’s meetings;]
5.4. O Festival possui três mostras competitivas oficiais (Internacional, Brasil e Minas) e mostras paralelas. A comissão de seleção decidirá
em quais mostras os filmes selecionados serão programados. Ao se inscrever no Festival, o participante concorda que o seu filme, caso
selecionado, integre qualquer uma das mostras que compõem o Festival, respeitados os locais de produção de cada filme;
[5.4. The Festival has three official Competitive Sections (International, Brazilian and Minas) and Parallel Sections. The selection committee
will decide in which section the selected films will be featured and will communicate this decision to their submitters. By submitting a film,
the participant agrees that, if selected, the film may be included in any section of the Festival, respecting the main country or region of
production of each film;]
5.5. O julgamento será feito pela Comissão de Seleção, a partir de notas que serão atribuídas nos valores de 01 a 05, tendo como critérios de
avaliação:
[5.5. All films submitted to Festival will be considered by the selection committee, that will attribute notes (ranging from 1 to 5), based on
the following evaluation criteria:]
Propostas estéticas e conceituais que se utilizem criativamente dos meios expressivos do audiovisual
[Conceptual and Aesthetic propositions that make creative use of the means of production]
Relevância conceitual e temática
[Conceptual and Thematic Relevance]
Inovação

5.6. A lista de curtas-metragens selecionados será oficialmente divulgada, no site do Festival, a partir do dia 16 de Setembro de 2022.
[5.6. The selected short films will be officially announced at the Festival’s website from September 16, 2022.]
6. DOS RECURSOS, ESCLARECIMENTOS E IMPUGNAÇÕES [APPEALS, CLARIFICATIONS AND CHALLENGES]
6.1. Os pedidos de esclarecimentos referentes a este edital deverão ser enviados à Comissão Organizadora, até três dias úteis anteriores à
data fixada para encerramento das inscrições, através do e-mail [email protected];
[6.1 Requests for clarifications regarding this regulation shall be forwarded to the Organizing Committee, up to three working days prior to
the submissions deadline, by e-mail at: [email protected];]
6.2. O prazo para impugnação aos termos do edital será de até 05 (cinco) dias úteis antes da data fixada para encerramento das inscrições,
estabelecida no item 3.1 deste edital, podendo ser apresentada por qualquer cidadão e candidato;
[6.2 The deadline for challenging the terms of this regulation shall be up to 05 (five) working days before the submissions deadline,
established in the 3.1 item of this regulation, and may be presented by any citizen and participant;]
6.3. A Comissão de Organização deve responder ao pedido de impugnação em até 3 (três) dias úteis;
[6.3 The Organizing Committee shall respond to a request of challenge within 03 (three) working days;]
6.4. Caberá a interposição de Recurso, à Comissão Organizadora, se tiverem sido aceitas inscrições de produções fílmicas que não atendam a
alguma exigência deste edital, no prazo de até 05 dias úteis após a divulgação dos filmes selecionados no site da FCS (www.fcs.mg.gov.br) e
da APPA (www.appa.art.br);
[6.4 In case of acceptance of short films that do not meet any requirement of this regulation, appealing is applicable to the Organizing
Committee up to 05 (five) working days after the announcement of selected films at the FCS (www.fcs.mg.gov.br) and APPA
(www.appa.art.br) website;]
